USCIS Commissioner Ziglar Resigns

James Ziglar is announcing that he is resigning as USCIS Commissioner, effective at the end of 2002.
Commissioner Ziglar's resignation letter indicates that he intends to stay on through enactment of the Homeland Security measure, but no later than the end of the year.
