DOL Office of Foreign Labor Certification Releases PERM Program Statistics for FY2013

The Department of Labor Office of Foreign Labor Certification recently released new statistics regarding PERM applications for the Fourth Quarter of the Fiscal Year 2013.

For the fiscal year of 2013, the DOL received 72,462 PERM applications, with 17,059 in the first quarter, 19,604 in the second quarter, 17,571 in the third quarter, and 18,228 in the fourth quarter. The 2013 FY saw a 4% increase from 2012. Of the 72,462 PERM applications, 61% is under the “Analyst Review” stage,  27% under “Audit Review” stage, 10% under “Appeal” stage and 1% in the “Sponsorship/BE” stage. In the 2013 FY, 35,188 PERM applications have been certified, 4,326 denied, and 3,077 withdrawn. In the fourth quarter, 7,350 PERM applications were certified, 1,095 denied, and 944 withdrawn.

DOL also released the top 5 occupations of certified PERM applications of 2013, including: Computer and Mathematical (57%), Architecture and Engineering (11%), Management (8%), Business and Financial Operations (6%), and Healthcare Practitioners and Technical (5%). The top 5 work site states of certified applications include: California (24%), New Jersey (9%), Texas (8%), New York (8%), and Illinois (4%). The Top 5 Industries (according to NAICS Code by Industry classifications) of certified applications are: Professional, Scientific and Technical Services (23%), Manufacturing (8%), Information (4%), Educational Services (3%), and Finance and Insurance (3%).

In addition, the DOL released statistics on the top 5 visa classifications, top 5 countries of citizenship, and the minimum education requirements of certified PERM applications in 2013. The top 5 visa classifications of certified applications include: H-1B (83%), blank classifications (4%), L-1 (4%), F-1 (2%) and Parolee (2%). Of all of certified PERM applications of 2013, the top 5 countries of citizenship that they belong to are: India (59%), China (6%), Canada (4%), South Korea (4%), and Philippines (3%). The minimum education requirements of certified PERM applications in 2013 include: Advanced Degree (53%), Bachelor’s Degree (38%), Other (4%), and Less than Bachelor’s (5%).
