A regional center is an economic entity which promotes the economic growth, improved productivity, job creation and increased domestic capital investment in a certain geographical area. Established by the Immigrant Investor Pilot Program of 1993, regional centers are one of two options for investment available to immigrant investors seeking permanent residency through the investment of $1,000,000 (or $500,000 if in a Targeted Employment Area or rural area) and the creation of ten full-time jobs per investor. An immigrant investor participating in the EB-5 program may invest either directly or through a USCIS designated regional center. Anyone may seek USCIS designation of their proposed regional center by submitting Form I-924 Application For Regional Center Under the Immigrant Investor Pilot Program, along with a proposal and key documentation demonstrating that the regional center will focus on a particular geographical location in the U.S. and will promote economic growth in that region, that jobs will be created directly or indirectly through the immigrant investor capital investments made to the regional center (using economic models as proof), and that the regional center will have a positive impact on the economy of the region or the nation.

Establishing a regional center can be an extremely viable means to finance your project, development, or enterprise. The number of foreign nationals seeking to participate in the EB-5 program and invest either $1,000,000 or $500,000 in regional centers has steadily grown over the past two decades. Funding from immigrant investors is readily available and will continue to be available, as the number of foreign nationals seeking to take part in the EB-5 program is predicted to continue to grow in coming years.  Another benefit of establishing a regional center is that immigrant investors’ expectations for returns on their investments is often low; the main priority of most immigrant investors is obtaining permanent residency by meeting the job creation requirements of the EB-5 program.

There are now over 243 approved EB-5 regional centers in 40 states and two territories, as compared to only 45 approved regional centers in 2009. The program is expected to expand in the future and increasingly draw the attention and participation of well-known and established companies and governmental entities.
