DOL Office of Foreign Labor Certification Releases PERM Program Statistics
The Department of Labor Office of Foreign Labor Certification recently released new statistics regarding PERM applications for the Third Quarter of Fiscal Year 2013.
For the year of 2013 to date, 54,180 PERM applications were received, with 17,059 in the first quarter, 19,604 in the second quarter, and 17,517 in the third quarter. These statistics represent a 4% increase in applications from FY 2012. Of the 54,180 applications received by the Department of Labor, the current processing status of active PERM applications include 61% of applications in the ‘Analyst Review’ stage, 27% in the ‘Audit Review’ stage, 11% in the ‘Appeals’ stage, and 1% in the ‘Sponsorship/BE’ stage. This year, 27,859 of the applications processed have been certified, 4,944 have been denied, and 2,130 have been withdrawn. In the third quarter, 6,730 applications were certified, 1,938 applications were denied, and 744 applications were withdrawn.
The Top Five Occupations (according to the O*Net Job Classification System) of the applications certified in 2013 have included Computer and Mathematical occupations (56%), Architecture and Engineering occupations (11%), Management occupations (8%), Business and Financial Operations occupations (6%) and Healthcare Practitioners and Technical occupations (5%). In addition, the Top Five Industries (according to the NAICS Code by Industry classifications) of the 2013 certified applications have been Professional, Scientific, and Technical Services (47%), Manufacturing (16%), Information (9%), Educational Services (6%), and Finance and Insurance (6%). The DOL Office of Foreign Labor Certification also released information pertaining to the Top Five Work Site States: 1) California (23%); 2) New Jersey (10%); Texas (9%); New York (9%); 5) Illinois (5%).
In addition, the DOL also released data relating to the visa classifications, countries of citizenship, and minimum education requirements of the PERM applications certified in 2013 thus far. H-1B visas represented 83% of the PERM applications, L-1 visas made up 4% of applications, F-1 visas made up 2% of applications, Parolees made up 2% of visas, and 4% were left blank. The Top 5 Countries of Citizenship for the PERM applications were 1) India (59%), 2) China (7%), 3) Canada (5%), 4) South Korea (5%), and 5) the Philippines (3%). The Minimum Education Requirements included Advanced Degrees (53%), Bachelor’s Degrees (38%), “Other” degrees (5%), and degrees lower than a Bachelor’s Degree (4%).
